How to open console.
1. In the game, Options > Game Settings > Console enabled
2. Go in your Steam Library, right click on Insurgency, go to Properties, then Set Launch Options and add "-console" without the quotes.
3. If it still does not work, you need to change key in config.
Go ...SteamApps\Common\Insurgency2\insurgency\cfg
There are files config.cfg and config_default.cfg change key to both. (I use F4 and it's works fine.)
